Governor Bill Lee Calls Special Session on Education

Governor Bill Lee has called the Tennessee General Assembly into an Extraordinary Session to address key K-12 education issues.  The session will begin on January 19th and is expected to last one week. 

Lee’s press release states, “During the special session, the legislature will be tasked to take up five key education issues: Learning Loss, Funding, Accountability, Literacy, and Teacher Pay. Details on each proposal will be released by the Department of Education in the near future, in addition to the department’s plans to implement a new literacy program, “Reading 360.” The program will leverage one-time federal relief funding to support a phonics-based approach to literacy and will ensure Tennessee districts, teachers, and families are equipped with tools and resources to help students read on grade level by third grade.”  The session will revive Lee’s effort to address literacy bill which was put on hold due to COVID-19.  

In a conversation with the Governor’s office, they indicated that college and university educator preparation programs (EPP) will be included in the legislative effort.  Although the bill draft has yet to be circulated, here is a summary of what is anticipated for the EPPs: 

  • One-time study on teacher preparation affordability.  THEC will be tasked to conduct a net-cost study that will also examine student loan burden for those entering the teaching profession.
  • Require EPPs to align literacy curriculum with the new literacy requirements.
  • Require student candidates for K-3 educator licenses to take a literacy test which will be paid for by the State of Tennessee.

Lee’s previous legislation included training requirements for EPP college and university faculty, but it is TICUA’s understanding that will not be a part of upcoming legislation.

TICUA Drafts Joint COVID Vaccination Letter
TICUA drafted a letter addressed to Governor Bill Lee and Tennessee Department of Health Commissioner Lisa Pierecy requesting that the higher education community be elevated to phase 1B of the state’s COVID vaccination schedule.  This would put colleges and universities at the same priority level as the K-12 community.  The letter’s signatories included TICUA, the University of Tennessee System, Tennessee Board of Regents, and several of the LGI’s.
TICUA Submits Two Funding Requests
TICUA submitted two funding requests to Governor Bill Lee’s office.  The first request was for recurring funds in the Governor’s budget to improve the Tennessee Student Assistance Award (TSAA).  Due to the Governor’s overall budget reduction request, THEC/TSAC did not include an improvement for the state’s need-based student aid program.  Lee has been supportive of improvements in the past.  TICUA argued that devastating financial impact that COVID front-line workers means that the TSAA is even more important for low-income first-generation college students and their families.  The request asks for Lee to demonstrate his commitment to the program by including even a minor increase to the program.

The second request deals with the second round of Coronavirus relief funds approved by Congress in December.  The package, once again, provides block grants to states for education budget relief.  TICUA requested that the state’s independent colleges be included in the second round of funding.  A portion of the letter reads, “Our (TICUA) member campuses continue to incur significant expenses related to implementation of COVID protocols to maintain healthy and safe environments for our students, faculty, and staff.  Inclusion in this next round will assist us in continuing to offer high quality education programs in the midst of Tennessee's highest COVID contraction rates.  The need for this additional support is more pronounced now than ever before.”
