March TICUA eNews: State of the State Address, Annual Meeting Recap, Benefits

Governor Lee's FirstState of the

State Address

Last night, Governor Bill Lee gave his first State of the State address, in which he laid out his budget priorities for the coming year.

Education was a significant focus in the speech. As expected, he highlighted multiple proposals aimed at providing technical, vocation and agricultural training and increasing STEM training in K-12 schools.

Additionally, the Governor announced he will be proposing a $12 million increase in financial aid to help an additional 7,000 low-income students to attend college. TICUA has long supported the Tennessee Student Assistance Award and applauds the Governor for including this much-needed improvement in his budget request.

TICUA members play a vital role in educating and preparing Tennessee’s workforce and we look forward to partnering with the Governor to ensure students have the ability to choose the best higher education option for their goals and needs.

Successful TICUA 63rd Annual Meeting

Our 63rd Annual Meeting, "New Leadership, New Opportunities," was held on Tuesday, February 19. Throughout the day, member institution representatives and attendees received legal, federal and state policy updates, participated in discussions with elected officials, and enjoyed a legislative reception and networking dinner.


Special guests and speakers included Senate Education Chair Dolores Gresham, Senate Finance Chair Bo Watson, Senate Speaker and Lt. Governor Randy McNally, House Speaker Glen Casada, Education Commissioner Penny Schwinn, and Governor Bill Lee.


Thank you to all our guests and attendees for joining us for an educational and informative meeting. We look forward to next year!

TICUA Multiple Employer Plan

TICUA is moving forward with the 403(b) Multiple Employer Plan (MEP) for interested member institutions. The TICUA MEP will be “closed” to members only and will have significant benefits to both member institutions and their employees. The 403(b) MEP is designed to allow schools to reduce their fiduciary risk, outsource administrative burdens, and enhance participant outcomes while reducing the costs.

Institution and employee benefits of the MEP include:

  • improved ERISA compliance
  • overall Plan expense savings
  • maximum fiduciary protection
  • outsourced Plan administration which relieves HR of ERISA-compliance & non-HR activities
  • single MEP-level 5500 and audit for all participating members, eliminating the need for individual campus filings
  • improved financial planning services with each employee having a customized wealth management plan
  • excellent investment choices with lower expense ratios
  • professional Plan administration services
  • transition of “old money” into “new Plan options”

The TICUA staff and MEP participating institutions are pleased to announce that we recently formed an official Working Group. The MEP Working Group is comprised of the CFO and HR representatives from each of the five MEP-ready institutions. The MEP Working Group, in consultation with a partner from the Waller Law Firm, is in the process of determining the MEP framework, reviewing and finalizing the MEP governance and operational documents, establishing employer data requirements, designing the investment guiding principles, evaluating the MEP service provider contracts, and identifying the institutional implementation order.

We encourage institutions that may still be seriously interested in participating in the TICUA 403(b) MEP to consider joining the Working Group.
